Q1. Accommodation Fees

Accommodation Fees

Once the accommodation period and payment are confirmed, no refunds will be given for late check-in or early withdrawal.

If a notice to relinquish the accommodation place is submitted before the start of the accommodation period, an administrative fee of $800 will be charged.

Accommodation Period

The accommodation period generally runs from September 1st to June 30th of the following year (a total of 10 months).

*The accommodation period and fees for students studying at SHAPE or WMG may be adjusted according to their study periods.

 

 

Arrangement for Accommodation Fees

The annual accommodation is divided into two periods:

 

1st period: from 1 September 2024 to 31 March 2025 (7-month)

2nd period: from 1 April 2025 to 30 June 2025 (3-month)

 

If a resident checks in after September 2024, the accommodation fees will be calculated proportionally based on the check-in date.

 

A refundable deposit of HK$1,000 will be charged in addition to the accommodation fee.  The deposit will be refunded after completion of the committed residence period, less any restitution charges for any damage or loss of hall property caused by the resident.

 

The accommodation fee must be paid in full by the stated payment schedule and is non-refundable.  No refund of accommodation fee will arise from late check-in or early withdrawal.  Once check-in procedure is completed, despite early withdrawal, students are considered taken whole period of hall residence.

 

Refund of deposit

After the resident has completed the check-out procedure and settled all outstanding fees, the accommodation deposit will be refunded. If the resident fails to settle any outstanding fees on the day of check-out, the unpaid amount will be deducted from the deposit, and the resident will only receive the remaining balance of the deposit (if applicable). The resident needs to fill out an online check-out form before leaving to arrange for the refund of the deposit.

 

Non-local residents can apply for a refund via telegraphic transfer (applicable to non-local residents only):

 

The residence hall can arrange for a direct telegraphic transfer to the resident's overseas bank account. However, all bank charges and fees associated with the telegraphic transfer will be borne by the resident and will be deducted directly from the refund. In addition, the exchange rate used by the bank to convert Hong Kong dollars to the resident's local currency may also affect the final amount of the transfer. The Halls will not be responsible for any bank charges or currency conversion losses incurred through telegraphic transfers. If the resident chooses to receive the refund via telegraphic transfer, it is important to provide the residence hall office with the bank account information capable of receiving telegraphic transfers. Telegraphic transfer refunds may take more than six weeks and may vary depending on the country and currency involved.

 

Q2. Eligibility

Full-time 

(Applicable to VTC Halls of Residence (Tsing Yi) & (Pokfulam))

 

Local and non-local students with normal study duration of one year or above in AY2024/25 of the following full-time programmes can apply for student residence in the Halls:

• Master’s Degree programmes offered by University of Warwick

• Bachelor's degree programmes offered by Technological and Higher Education Institute of Hong Kong (THEi)

• Top-up Degree programmes offered by School for Higher and Professional Education (SHAPE)

• Higher Diploma programmes offered by Hong Kong Institute of Vocational Education (IVE), Hong Kong Design Institute (HKDI), International Culinary Institute (ICI) / Chinese Culinary Institute (CCI) and Maritime Services Training Institute (MSTI), Hong Kong Institute of Information Technology (HKIIT)

• Diploma of Foundation Studies programmes offered by Hong Kong Institute of Vocational Education (IVE), Hong Kong Design Institute (HKDI) and Hong Kong Institute of Information Technology (HKIIT)

Only full-time students from CCI/ ICI can fulfill the eligibility of applying to the Hall of Residence (Pokfulam).

 

Part-time

(Applicable to VTC Hall of Residence (Tsing Yi))

 

VTC Hall of Residence (Tsing Yi) will extend the single room accommodation to part-time students studying Degree, HD and DFS programmes, subject to the availability of residence places after admission of full-time students.

Local students with normal study duration of one year or above in AY2024/25 of the following part-time programmes can apply for student residence in the Hall (Tsing Yi) only:

• Bachelor’s Degree programmes offered by Technological and Higher Education Institute of Hong Kong (THEi)

• Top-up Degree programmes offered by School for Higher and Professional Education (SHAPE)

• Higher Diploma programmes offered by Hong Kong Institute of Vocational Education (IVE), Hong Kong Design Institute (HKDI), International Culinary Institute (ICI) / Chinese Culinary Institute (CCI) and Maritime Services Training Institute (MSTI)

• Diploma of Foundation Studies programmes offered by Hong Kong Institute of Vocational Education (IVE) and Hong Kong Design Institute (HKDI)

 

The Vocational Training Council will refer to its retained applicant records and/or inquire with applicants for additional information to determine their eligibility for accommodation.

 

Q3. Principles for Allocation of Residence Places and Room Assignment

Allocation Principles for Accommodation and Room Assignment

 

1. Proportion of male and female residents.

2. Priority will be given to students with accommodation needs.

3. Priority will be given to students who have not previously resided in the dormitory.

4. If number of eligible applicants received exceeds the hall capacity, a lottery system will be used for allocation.

5. Residents of the same gender will be randomly assigned to share a standard unit of accommodation.  Students with the same level and/or programme of study will be assigned together as far as possible.

6. Room assignments will be made randomly.

7. Residents may apply for room change after they move in.  Residents should find a willing resident  to swap rooms, and each resident should pay an application fee of HKD $150 for each successful application  .  Applications should be submitted to the respective HMO.  However, there is no guarantee that such requests can be fulfilled at all times.

Q4. Check-in Arrangements

Check-in Arrangements:

 

Check-in Period for the 2024/25 Academic Year: 26-31 August, 2024. 

• Before or on the day of check-in, residents are required to submit the registration form and health declaration form online.

• Please go to the HMO to complete the check-in procedure and present your student ID, Hong Kong ID card/passport/travel document.

• Residents should bring their own bedding, including pillows, pillowcases, bed sheets, blankets, toilet paper, and other sanitary products etc; You are also advised to bring along your own daily use apparel and toiletries items.

• Residents who need to drive-in their cars / hire vans into the Hall during move in are normally allowed for 30 minutes for luggage drop-off by informing the security guard in advance.

• Family members or friends accompanying residents for the move in should register as visitors at the Security Counter of the Hall upon arrival and departure

 

(Applicable to VTC Halls of Residence (Tsing Yi))

1. To ensure a smooth check-in process, residents need to make a reservation for their check-in date and time slot. The reservation form will be provided once the accommodation fee is received. Please pay attention to the HMO announcements for more details.

2. After room allocation, residents need to inspect the room and submit an online room facility inspection report

 

Q5. Check-out Arrangements

The room should be returned in the same condition as during check-in.

(Applicable to VTC Hall of Residence (Tsing Yi))

1.To ensure a smooth check-out process, residents need to make an appointment for their check-out time. Residents must complete the check-out procedure at the HMO before 5:00 PM on the last day of their stay. Unless there are valid reasons and prior approval is obtained from the HMO, residents who check out after 5:00 PM will be charged a daily penalty fee of HKD $150 per person, in addition to the accommodation fee for that day.

 

Regarding check-out arrangements, residents of Hall of Residence (Tsing Yi)) can email hall-tsingyi@vtc.edu.hk to schedule their check-out time.

 

Q6. Early Check-out

Early Check-out:

 

During the academic year, the resident upon completion of the study, or termination of study due to any reasons, will render the subsequent termination of the residence place. Resident needs to move out of the Hall.  There will noll not be any refund of the accommodation fee paid.

Frequently Asked Questions (FAQs) on Accommodation Application

 

Q1. How many residential Halls are there in VTC?

There are two student residential halls in VTC, one in Tsing Yi, one in Pokfulam.

 

Q2. How many places are provided in the Halls of Residence?

 

The Halls provide around 900 residence places. The respective numbers of places provided (on double occupancy basis) are:

Q3. Who can apply for the Halls?

1. Full-time students studying Master Degree (WMG), Degree (SHAPE & THEi), HD and DFS programmes.

2. Part-time students studying Degree, HD and DFS programmes.

3. Only full-time students from CCI/ ICI can fulfil the eligibility of applying the Hall of Residence (Pokfulam).

 

Q4. Is there a specified residence period of the Halls?

For the AY2024/25, the residential period generally refers to the period from 1 September 2024 to 30 June 2025 (accommodation fees are paid in two instalments). Hall(TY) may also provide flexible accommodation plans according to students' needs. For details, please call to inquire.

Note:

There are 2 installments for year-long residence with the monthly room rate.

The 1st installment is for the period from September 2024 to March 2025(7 months).

The 2nd installment is for the period from April to June 2025 (3 months).

Hall fee payment will be calculated on pro-rata basis for the check-in after September 2024.

 

Q6. When will be the payment due date of the Hall fees?

Students have to submit the payment before the payment deadline after receiving the offer.

 

Q7. May I continue to stay in Halls if I quit my study in the midway?

Students will be required to move out if they are no longer VTC student during the accommodation period and all paid fees are non-refundable.

 

Q8. How will residence places be allocated? Can I choose my roommate?

Room allocation method:

1. Students will receive an email from the Hall Management Office in mid-August. Students can fill out the electric form according to the instructions in the email. The Hall Management Office has the final decision-making authority regarding room assignments.

2. Residents of the same gender will be randomly assigned to share a standard unit of accommodation consisting of two adjacent single rooms. Those who are studying at the same level and/or program of study will be assigned together as far as possible.

 

Residents may apply for room change after they moved in (application charges applied). Applications should be submitted to the respective Hall Management Office (HMO). However, there is no guarantee that such requests can be fulfilled at all times.

 

Q9. Is there any grace period for payment if I have financial difficulty?

Students who have financial hardship in settling the accommodation fee may consult the HMO for the application for deferred payment or seek support from the Student Development Office of respective campus. Application will be considered on a case-by-case basis.

 

Q10. In case I move out from Halls in the middle of the residence period, can the paid fees be refunded?

Accommodation fee must be paid in full by the stated payment deadline and is non-refundable. No refund of accommodation fee will arise from late check-in or early withdrawal.

 

Q11. What are provided in the Halls for student residents?

For AY2024/25, a standard unit of accommodation is a 2-person unit consisting of two adjacent rooms. Residents in the same unit will share a set of washroom and bathroom, with a single bed, writing desk, wardrobe provided to each of them. In addition to the above room facilities, the Halls also provide the following common facilities: common areas, multi-purpose rooms, pantries, laundry machines, etc.
