Application for Halls of Residence (Tsing Yi & Pokfulam) in AY2023/24 (Long-Stay)

Check-in date: from 1 September 2023 and the 1st and 15th of every month

Notes for Application

Hall Management Office (HMO) reserves the right to make any appropriate amendment, including but not limited to amending the residence period, delaying the check-in date or suspending new admissions of residents.  Students applied for a residence place should pay attention to notices and emails for updates and announcement.

 

I. VTC Halls of Residence

Residence in student halls enriches study life and adds value to the whole person development of students. Hall life provides opportunities for students to learn and grow together through cross-cultural environment and collaborate with students from other localities, disciplines or campuses. There are two Halls of Residence (The Halls) in VTC – Halls of Residence (Tsing Yi) which is located in Tsing Yi in the New Territories, and Halls of Residence (Pokfulam) which is located in Pokfulam on Hong Kong Island. The Halls also provide learning space for student activities where students from different countries come together for project collaboration/ learning and cultural exchange.

II. Eligibility

Full-time:

Local and non-local students with normal study duration of one year or above in AY2023/24 of the following full-time programmes can apply for student residence in the Halls:

  • Master’s Degree programmes offered by University of Warwick, in collaboration with WMG School for Professional Development of VTC;
  • Bachelor’s Degree programmes offered by Technological and Higher Education Institute of Hong Kong (THEi);
  • Top-up Degree programmes offered by School for Higher and Professional Education (SHAPE);
  • Higher Diploma programmes offered by Hong Kong Institute of Vocational Education (IVE), Hong Kong Design Institute (HKDI), International Culinary Institute (ICI) / Chinese Culinary Institute (CCI) and Maritime Services Training Institute (MSTI);
  • Diploma of Foundation Studies programmes offered by Hong Kong Institute of Vocational Education (IVE).

 

Part-time:

VTC Halls of residence (Tsing Yi) will extend the single room accommodation to part-time students studying Degree, HD and DFS programmes, subject to the availability of residence places of Halls of Residence (Tsing Yi) after admission of full-time students.

Local students with normal study duration of one year or above in AY2023/24 of the following part-time programmes can apply for student residence in the Halls(Tsing Yi) only:

  • Bachelor’s Degree programmes offered by Technological and Higher Education Institute of Hong Kong (THEi);
  • Top-up Degree programmes offered by School for Higher and Professional Education (SHAPE);
  • Higher Diploma programmes offered by Hong Kong Institute of Vocational Education (IVE), Hong Kong Design Institute (HKDI), International Culinary Institute (ICI) / Chinese Culinary Institute (CCI) and Maritime Services Training Institute (MSTI);
  • Diploma of Foundation Studies programmes offered by Hong Kong Institute of Vocational Education (IVE).

 

Note:
  • Only full-time students from HTI/ CCI/ ICI can fulfil the eligibility of applying the Halls of Residence (Pokfulam).

  • Confirmed residence place for a student is subject to his/ her successful enrollment and registration in the above full-time and part-time programmes in AY2023/24 and fulfill the eligibility of application in AY2023/24 (please refer to Application of Residence), full payment of the tuition fee and other fees. VTC may refer to applicants' records held in VTC and/ or seek further information from the applicants to determine eligibility.

 

III. Application Method
  • Application should be submitted online via the Application Website Application of Residence.
  • Each applicant should submit only one application.
  • All information provided on the application form must be true and accurate. Incomplete application will not be processed.
  • Provision of any incorrect or false information may lead to disqualification of the application without notice, or subsequent termination of residence.
  • All information/ document(s) collected will be used solely for the residence places allocation and management.
  • Allocation is subject to availability of places. There is no guarantee that a residence place can be offered to an applicant.
IV. Residence Fees

Hall fee payment will be calculated on pro-rata basis, no refund of accommodation fee will arise from late check-in or early withdrawal.

Note:

There are 2 installments for year-long residence with the monthly room rate.

The 1st installment is for the period from September 2023 to March 2024 (7 months).

The 2nd installment is for the period from April to June 2024 (3 months).

Pro-rata hall fee will be counted for the check-in after September 2023.

A standard unit of single occupancy place is a 2-person unit consisting of two adjacent single rooms. Residents in the same unit will share a set of washroom and bathroom, with a single bed, writing desk, wardrobe provided to each of them.

3. Accommodation fee for AY2023/24 must be paid in full by the stated payment schedule and is non-refundable. No refund of accommodation fee will arise from late check-in or early withdrawal.

4. Once check-in procedure is completed, despite early withdrawal, students are considered taken whole period of hall residence.

5. A refundable deposit of HK$1,000 is payable in addition to the accommodation fee. The deposit will be refunded after completion of the committed residence period, less any restitution charges for any damage or loss of hall property caused by the resident.

6. “Hostel Subsidy Scheme” under the Government (applicable to local students of THEi and SHAPE only), the Scheme aims to provide financial assistance for needy students who are offered residence places by the VTC.

 

Eligibility

  • An undergraduate student who has passed the means test of the publicly-funded programmes (TSFS) or financial assistance scheme for post-secondary students (FASP); and
  • Resided in student hall provided by the VTC for at least 75% of the time during a semester.

V. Principles for Allocation of Residence Places and Room Assignments

Allocation of residence places and rooms is determined based on the following factors:

1. Proportion of male and female residents.

2. Proportion of non-local and inbound exchange students versus local students.

3. Priority will be given to senior year students. If number of eligible applications received exceeds the hall capacity, allocation of single room places will be determined by drawing lots.

4. Residents of the same gender will be randomly assigned to share a standard unit of accommodation. Students with same level and/ or programme of study will be assigned together as far as possible.

5. All factors being equal, rooms will be randomly allocated.

6. Students can choose to indicate their preference for roommates who they would like to live with when submitting their E-form or in MyPortal "Upadte Pairing". HMO has the final decision on allocation of residence places.

7. Residents may apply for room change after they moved in (application charges applied). Applications should be submitted to the respective HMO. However, there is no guarantee that such requests can be fulfilled at all times.

VI. Residence Handbook

This Residence Handbook contains important information about living in the VTC Halls of Residence (Tsing Yi) and is intended for all students who have been offered a residence place in the Hall.
